Can you run the Berlin Marathon without the lottery?
Not for sure: a fast runner (a man aged 18 to 44 under 2:45, a woman under 3:10) can register separately, but the organizer warns that this does not guarantee a place. The only guaranteed place is through the Jubilee Club.

No: the organizer states that fast runner registration does not guarantee a place. You need 2:45 for a man and 3:10 for a woman born between 1983 and 2009.
